Concerns with Trash Collectors and Scrappers

Recently the term "scrapper" has become a word in my vocabulary, where previously the term had no meaning. I had no idea people could collect metals and trash and turn these items into cash.  I am a frequent front porch sitter, and enjoy the outdoors, this is what triggered the blog to begin with.

On thursday of last week I witnessed 2 men in dirty clothing driving much over the speed limit , on our quiet , child filled, one way street , across the road from Pulaski Park. The two men were blasting country music through the vehicle and squealing tires as they drove as fast as possible from yard to yard ripping through garbage and creating a mess and trail that followed them. These men proceeded to grab a shelving unit that the neighbor had discarded, and on hauling it to the truck to be shoved and mangled with the rest of the debri they had collected, hit the vehicle and scraped the bumper of the car. The man then shrugged and yelled to at the house, " any more in there buddy?" Making gestures and tongue wagging.  Next stop was a house 3 doors down, they had driven too far forward and needed to reverse at high speeds apparently to get back to the grill that was sitting at the side of the road. They lifted this and threw it into the truck upside down and not secure.
As the two men travelled down to the end of the road, the quickly turned and the grill then fell out of the truck and exploded in a mess of debri all over the road. They of course did not stop to collect the mess they had created. They drove off squealing tires to the next street to collect the rubble. You could hear them 2 streets away, music loudly playing, men yelling, and squealing tires.
I have come to dread garbage night. It brings these "collectors of metal" out of the woodwork to create damage and dangers on our very quiet and child filled street. We purchased this home for the quiet, the location to the schools and parks, and because we love the city. We do not love trash night and the lack of authority figures maintaining order with these scappers and the damage to property they are creating for the rest of the community.

Can nothing be done about this?
