Standing alongside his wife, Virginia, and daughters, Rebecca and Rachel, Carley thanked the council for their confidence in him.

"Outside of thanking you guys that have allowed this to happen, I have to thank my wife and my family," he said. "Without them, I wouldn't be standing here today. ... They are my strength."
